Add a shortcut menu option for quickly converting a step to a goal, and vice versa.

Similar to when deleting a goal with attached objects, this will probably show a warning if the conversion will lose any attached objects (e.g. trackers, which can only be added to goals).

  This would be great. Sometimes in the planning stages, you can get confused between steps and goals. So to be able change one to the other — even after you've made progress on the step or goal, would be helpful.
